The story takes place during the final months of World War II in the rugged Scottish Highlands. Lieutenant Peter Dunbar, a child psychologist and U.S. Naval Intelligence officer, goes to Scotland on a secret mission. While there, he becomes fascinated by a young, troubled boy named Johnny Stockton. Johnny keeps running away from his comfortable home but completely refuses to explain why.
As Dunbar tries to uncover the boy's psychological secrets, the plot thickens with the arrival of Dr. Basil Willing, McCloy's famous series detective. The mystery of the runaway boy quickly collides with a much larger wartime threat: an escaped German prisoner of war and a cryptic message left by a dying man. McCloy uses the isolated, atmospheric setting of the Scottish moors to weave a complex tale about political extremism, the psychology of fear, and the hidden motives of the human mind
