The story is set in a rigid, futuristic totalitarian superstate known as the Technate. In this society, a highly privileged, elite master class lives in luxury and rules the world through a mix of advanced brainpower and direct brutality. Every single citizen's thoughts, words, and actions are controlled and monitored 24/7 by a massive internal security surveillance apparatus known as the "Great Eye". 

The plot follows Rex Morris, a member of the ruling master class who has access to everything the Technate can provide. Despite his perfect qualifications and high caste, Morris begins to suffer from nonconformity. He starts questioning the oppressive structure and the validity of the state's manufactured heroes (including his own father). In a world where straying from the status quo results in swift liquidation, Morris decides to take the ultimate risk to defy the rulers and challenge the system.
