The narrative follows Harry Trantus, a hyper-conservative orphan raised by a depraved Catholic priest who becomes a zealot for the Establishment, desperately trying to join the FBI to crush hippies, rock groups, and dopesmokers. He is sent as the 13th agent to infiltrate the "Sexual Strike Force"—an underground, hippie-esque group of bohemian erotica filmmakers. The previous 12 agents sent to stop them all mysteriously "went native".
